BeritaBerlian.com, Bandarlampung – Program Pemutihan Pajak Kendaraan Bermotor yang akan dilaksanakan di Provinsi Lampung pada tanggal 17 Oktober hingga 31 Desember 2017 bukan kebijakan pencitraan. Namun hal lazim yang dilakukan Pemerintah Daerah di seluruh Indonesia untuk meningkatkan pendapatan asli daerah (PAD).
“Hilangkan suara minor yang menganggap seolah kebijakan ini merupakan pencitraan program ini semata-mata untuk kepentingan masyarakat,” kata Asisten Bidang Admistrasi Umum Setda Provinsi Lampung, Hamartoni Ahadis, saat memberikan sambutan pada acara Rapat Koordinasi Ditlantas Polda Lampung, Bapenda, dan PT Jasa Raharja dalam rangka pemberian keringanan pengurangan denda atas PKB, di Hotel Sheraton, Bandar Lampung, Senin (16/10/2017).
Dia berharap program pemutihan dapat berjalan dengan lancar sesuai dengan target. “Kita berharap program ini selain dapat meningkatkan PAD Provinsi Lampung juga meningkatkan kesadaran masyarakat untuk melaksanakan kewajibannya dalam membayar pajak sehingga memacu pembangunan di Provinsi Lampung,” kata Hamartoni.
Pada APBD 2017, total pendapatan Provinsi Lampung mencapai Rp6,7 triliun diperoleh dari sektor pendapatan. Dari jumlah itu, sekitar Rp2,3 triliun diperoleh dari pajak. Sektor pajak yang diunggulkan, kata Hamartoni, pada penerimaan pajak kendaraan bermotor (PKB) dan bea balik nama kendaraan bermotor (BBNKB).
Kegiatan pemutihan ujar Hamartoni dilaksanakan 10 Samsat induk se provinsi Lampung yakni Samsat Rajabasa, Samsat Gunung Sugih, Samsat Mesuji, Samsat Sukadana, Samsat Liwa, Samsat tanggamus, Samasat Metro, Samsat Tulang Bawang, Samsat Way Kanan, Samsat Kotabumi, dan Samsat Kalianda. Sementara samsat pembantu/keliling/mall hanya melayani tunggakan kendaraan maksimal 11 bulan.
Pada bagian lain, Direktur Lalu Lintas Polda Lampung, Kemas Ahmad Yamin, mengatakan, untuk kendaraan yang ikut program pemutihan pajak (PKB) setiap surat tanda nomor kendaraan (STNK) akan diberi cap pemutihan agar tak berulang ikut pemutihan dan menjadi kebiasaan menunggak pajak. “STNK yang ikut pemutihan akan disertakan cap pemutihan sehingga jika di lain waktu ada pemutihan pajak, peserta tidak lagi bisa mengikuti program ini, agar hal ini tidak menjadi penyakit menurun bagi masyarakat,” kata Ahmad Yamin.
Selain itu, semua data peserta pemutihan dimasukkan ke dalam sistem, sehingga tidak bisa lagi ikut pemutihan. Seluruh kendaraan yang akan mengikuti pemutihan juga harus hadir. “Wajib pajak yang ikut tidak akan boleh ikut pemutihan lagi, jika nanti masih ada program ini,” kata Ahmad Yamin.
Kegiatan ini dilakukan agar menjdi stimulus bagi masyarakat membayar pajak. “Semoga ini merupakan pemutihan yang terakhir agar ke depan kita semua belajar untuk mengindahkan pajak. Dengan pajak ini lah salah satunya Lampung bisa membangun,” ujar Ahmad Yamin,
Sedangkan Kepala Jasa Raharja Cabang Lampung Suratno mengatakan mendukung penuh pelabelan pemutihan di STNK pada program pemutihan pajak. Dia berharap momentum ini berjalan dengan baik dan lancar untuk kemajuan Lampung. “Jangan sampai momentum pemberian keringaan ini masuk unsur manipulatif, untuk itu dibutuhkan kerjasama yang baik oleh seluruh unsur terkait agar target bisa terpenuhi,” kata Suratno.
