BeritaBerlian.com, BANDAR LAMPUNG – Mulai 1 September 2017, Pemerintah Provinsi Lampung mewajibkan produsen beras dalam kemasan meregistrasi produknya. Registrasi pangan segar asal tumbuhan (PSAT) itu merujuk pada Peraturan Menteri Pertanian No.31/Permentan/PP.130/8/2017 tentang Kelas Mutu Beras. Kemudian, merujuk pada Peraturan Menteri Perdagangan No.57/M-Dag/Per/8/2017 tentang Penetapan Harga Eceran Tertingi (HET) Beras.
Menurut Gubernur Lampung Muhammad Ridho Ficardo, kewajiban itu merupakan upaya meningkatkan keamanan pangan segar untuk memberi rasa aman bagi konsumen baik dari sisi produk maupun harga. “Nantinya, semua beras yang beredar dalam kemasan harus memenuhi syarat itu. Ada label pangan dan HET,” kata Gubernur Ridho, Minggu (24/9/2017).
Sebagai sentra pangan nasional, kata Gubernur, Lampung harus jadi pelopor keamanan pangan, terutama beras yang produksinya mencapai 4,4 juta ton pada 2017. “Sertifikasi ini akan meningkatkan daya saing produk asal Lampung. Jika semua beras dalam kemasan teregistrasi, tentunya akan mudah bersaing di pasar retail moderen,” kata Gubernur.
Menurut data Dinas Ketahanan Pangan Provinsi Lampung, sejak ketentuan itu berlaku ada empat produsen yang mengantongi Registrasi PSAT. Jumlah itu masih tergolong kecil, karena jumlah penggilingan padi besar di Lampung tercatat 72 dan 476 penggilingan padi menengah. Gubernur meminta para pengusaha beras dalam kemasan segera meregistrasi produknya agar bebas dipasarkan baik di retail moderen maupun tradisional.
Gubernur mengingatkan, keamanan pangan merupakan salah satu kesepakatan pemerintah dalam memberlakukan Masyarakat Ekonomi ASEAN (MEA). Semua produk asal Indonesia yang akan masuk ke pasar ASEAN wajib memenuhi standar bebas bahan berbahaya seperti formalin, boraks, residu pestisida, logam berat, dan hormon di atas batas ketetapan. “Sebagai sentra beras nasional, saya berharap registrasi ini dipatuhi,” kata Gubernur.
Sertifikasi dan registrasi pangan segar di Provinsi Lampung, menurut Kepala Dinas Ketahanan Pangan, Kusnardi, masih bersifat sukarela. Itu sebabnya, jumlah yang teregistrasi masih jauh dari potensi. “Umumnya, pangan segar yang diregistrasi itu karena masuk pasar moderen,” kata Kusnardi.
Hingga 2017, Dinas Ketahanan Pangan Provinsi Lampung melalui Otoritas Kompeten Keamanan Pangan Daerah (OKKPD) menerbitkan sertifikasi pangan Prima 3 untuk 14 komoditas pangan yakni pisang untuk 20 pelaku usaha. Kemudian manggis (52 pelaku usaha), nanas (19), buah naga (17), salak (32), jeruk (64), pepaya kalifornia (3), kencur (30), cabe (5), sayuran (10), jambu kristal (1), melon (7), dan pala (1).
Sertifikat Prima 3, menurut Kusnardi, diberikan kepada petani dan kelompok tani yang memenuhi persyaratan sistem jaminan mutu dan aspek keamanan pangan. “Biasanya, pangan segar yang meraih Prima 3 ini ada label di produknya,” kata Kusnardi.
Produk pangan Prima 3, banyak masuk retail moderen baik di Lampung maupun luar Lampung. Menurut Kusnardi, retail moderen memang mewajibkan produk pangan segar bersertifikat Prima 3. “Banyak keuntungan yang didapat petani jika produknya bersertifikat Prima 3. Selain jaminan keamanan pangan, juga harganya lebih tinggi,” kata Kusnardi. (*)
